We are the MasoniCHIP Support Committee (MCSC) of the Conference of Grand Masters of Masons in North America (CGMNA). An umbrella under which all Masonic Grand Lodge Jurisdictions engaged in Masonic Child Identification Programs gather to share "Best Practices" and disseminate information. The elements listed below are examples of aspects our divesified individual programs share in common. These aspects set our MasoniCHIP initiatives above all others, no matter what identifying items each individual jurisdiction decides to generate or the equipment each employs to do it.
MasoniCHIP is established and recognized as one of the most comprehensive child recovery, identification, and abduction awareness education programs in North America. Twenty (22) of our Masonic Grand Lodge jurisdictions are reported to be currently engaged in child identification programs. We were recognized by the National Center for Missing and Exploited Children (NCMEC) in 2004. Our close collaboration with them and oour distribution of their "Safe Kids" printed materials at MasoniCHIP Events earned us the 2007 "Special Award of Commendation" presented to us in Portland Oregon one year ago.
We encourage all our jurisdictions to consider start-up and consider implementing as many of these attributes into their existing child identification programs as their resources will allow.
Elements Attributed to MasoniCHIP:
- A signed permission form is required to participate in the program, is retained by the Freemasons, and its information is not be given out to anyone or used for any reason.
- Events are offered, "At No Cost to Parents" so that anyone wanting their child to participate in the Event can do so, provided they sign a permission form before engaging in the Event.
- All identifying items generated at MasoniCHIP Events are the sole property of the child's parent or guardian, are placed in an ID packs and given to parents to take home for safe keeping in case the need arises to give law enforcement items to help find a missing child.
- No information of identified children is to be retained, (except the permission form held by the Masonic Grand Lodge) by any organization or agency involved.
- Events consist of Masons setting up equipment and enlisting volunteers necessary to generate individual Completed Child ID Packages that contain identifying items. These items are vital to law enforcement agencies in the recovery and identification of missing children, and aid in the prosecution of perpetrators.
Identifying Items Include:
- Fingerprints and physical descriptions card.
- Digital Still Photograph campatible with local Amber Alert requiremqnts for ease of dissemination.
- Brief recorded interview on VHS video tape or CD/DVD disc that shows the child’s mannerisms, speech pattern and provides details on places they frequent.
- Dental impression generated by qualified volunteers (using Toothprints® wafer) provides a 3-dimentional dental record that can be used for identification.
- DNA sample can be generated from Saliva and cheek skin cells accumulated on the Toothprints® wafer or cheek swab, sealed uncontaminated in a zip-lock bag. This also serves as a scent tracer for scent discriminating tracking dogs to follow.
- Abduction Prevention Education provided to parents and children during the event or as a hand out included inside the ID package, increases public awareness about the risk of abduction or exploitation our children now face in today's society, and provides them with useful safety tips and prevention techniques.
Recent advances in technology have given rise to the geneartion of a variety of new identifying items and we at MasoniCHIP are dedicated to the development and proliferation of these techniques to help all engaged Masonic Jurisdictional programs to remain at the cutting edge of technology.
